There is no right or wrong answer, and there are so many variables it is really dependent upon the project size, duration and where you are in the project lifecycle, scope, project complexity, number of products/interfaces/suppliers/stakeholders, experience of the team, complexity of your organisation's processes/procedures, number of risks/opportunities and how many get realised, amount of change during the project and how good you were as a project manager doing the initial planning activity. Very rarely does a project get delivered that exactly meets the original specifications, it is inevitable that when undertaking a unique endeavor for the first time, both the company delivering the project and the Customer will want to make changes, grasp opportunities as they arise and change their mind/trade requirements and so forth during the life of the project. They real key is to develop a robust and realistic plan at the start (have it assessed by other people), have a good risk/opportunity register with mitigations if things don't go right, and regularly review and adjust your plan as you go along.
