Yes with an if, and no with a but. Yes if the're patent leather wingtips because that's the only kind of shoe that is supposed to be worn with a tuxedo. (By you saying black tie I assume you're going to be in a tux) No you shouldn't wear your typical wingtips with black tie attire, but many guys wear just any old shoe anyways. With that in mind if you wear any shoe other than patent make sure it has as high a gloss to it as possible. (Shinier is dressier.) Even then I personally would recommend against the wing tips because there is just too much going on with them, but if you're broke or just cheap and you must, then you must.
