By their normal title, Dear Mr, Mrs, Doctor, Colonel etc. A CBE (Commander of the British Empire) is a decoration of the Order of The British Empire but does not carry a title, they are Mr John Smith CBE. A KBE (Knight of the British Empire) is Sir Somebody Somebody KBE and is Sir John Smith or whatever. The equivalent rank for a woman is DBE, Dame of the British Empire.
