It depends on what kind of people. Friends, strangers, for example. It would be weird to wink at strangers, because then that person would feel the need to have to wink back. And if they don't, well then you have an awkward situation right there. You would have to wait for a wave or at least a smile. But if you were to wink at a friend, they could do anything back because you know them very well.
