Not really. It's used a lot as a farewell, but you don't really call greetings and farewells cliche.
From my experience both are used, but I have not seen any of them used outside of Asia.

Saludos is a greeting as an expression of courtesy, like a wave. It can also be used at the end of letters, in place of something like 'best regards' or 'cordially.'
Well, there was one used and it is known for being one used, it is : Stand and deliver! there is another one : Your money or your life! So yes, very nice greetings (!)

It depends... Who are you sending the greetings to? If it's a friend or a family, I'll call or send a card (nowadays, via email or what they call "Facebook"). If it's a business partner, I'll send a letter on a quality type of paper. Question is vague, "How do you deliver greetings?" ---Deliver it politely.
