I would say within the Fiscal Year. Otherwise why would you wait to bill someone for more than a year?, it could be interpreted as a condonation of the debt.

Section 5 of limitation act 1963, provides for the existence of time or condonation of delay in case of exigency. This is known as doctrine of sufficient cause.
