In my opinion it means someone is dirty or stanking. Might sound funny but it's true.

If used in a medical situation, they may be saying "dusky." That means that their skin looks a little darker or shadowy and maybe even slightly grayish instead normal and pink, like might happen if they are needing a little more oxygen to breathe.
