Oh, dude, "sniggering jest" from "The Highwayman" basically means the highwayman is laughing in a mean way. It's like when you tell a joke and your friend laughs, but you can tell they're kinda making fun of you at the same time. So yeah, it's not a nice laugh, it's more of a sneaky, mocking kinda laugh.
