I would put it almost as simply as you've asked the original question.
It's always polite to extend an offer with a counter offer.
(I/E: "We haven't seen you in a long time. We'd love to see you soon, if it's possible. If not, then we should contact each other soon about future arrangements. What do you think?)
Perhaps ending it with a preposition isn't the BEST of ideas, but it leaves the 'ball in their court', sort to speak.
Also, it gives you some vital information once they answer.
(I/E: If they decline in a respectful manner - then perhaps they might really feel obligated -or something else might be happening that will effect one's ability to accommodate guests -- If they accept with limits - then perhaps they're trying to fulfill your request, and are letting you know that they might feel that seeing you would be equally as enjoyed.
*Note*
This is purely hypothetical - my mere psychological experience combined with life experience... whatever your answer results are, *after such an open preposition as the example above* -- should give you a pretty good indication of the overall circumstantial influences, and whether it's safe to proceed full-steam-ahead, or softly-with-care.
