Actually, you may have heard this expression incorrectly. It was created as "Give a hoot. Don't pollute." To "give a hoot" is a polite way of saying "give a damn"-- in other words, to care about something. The slogan, which was used in a series of posters to encourage people to care about the environment, reminds us that we should care about our air and water, and to be sure we do not pollute our earth. (One version of the slogan showed an owl, since owls are supposed to make a hooting noise.)
