That thing that goes under the suit is typically a dress shirt and an undershirt. The dress shirt is worn as the main shirt and the undershirt is worn underneath for added comfort and to absorb sweat.
you should wear an under shirt if you can see your bra.
A long sleeved tee shirt and tights - both in identical color - look great under a short dress (sleeveless or short sleeves). Very classy and soo comfortable!!

Typically, the traditional attire worn under a graduation gown, especially a white dress, is a white blouse or shirt and black dress pants or skirt.
It is called an atigi.

Layer other pieces of clothing over or under it, I do that a lot. If the top part is an issue, wear a shirt under the dress or a sweater/jacket over it. If it's the bottom part, wear leggings or even pants underneath. .
The dress code is "black on the outside" which means black pants or skirt on the bottom and on top a black shirt, jacket or sweater. If you wear layers, you can have any color or pattern under the sweater or jacket. They do not accept relaxed standards of dress so everything should be neat and professional. Accessories (like a scarf, belt or shoes) may be any color. I like to wear a nice black skirt with black boots and leggings and top it with a super bright silky blouse under a black jacket or sweater.
