I can not say that it is or isn't a scam but I can provide you with a recent complaint which should help you decide.

"I won over 35 auctions and have not received one item yet. This is a fraudulent company. I have contacted them many times and they always say they'll send my items when they can. How long does it take to send a gift card? These people are criminals, can nothing be done?"
