There is no one that sells just hats. There are vendors that sell hats/helms that are white quality (just above vendor trash), but you have to be a certain level to use them. The lowest level hat sold by Ironforge vendors seems to be the Russet Hat (link below). It is a cloth hat, that any class can use, and it actually looks like a hat. However it has no stats. Aside from that, your only other options are to use ones that drop in the world and you loot, or ones from the Auction House.
