The word 'apostle' comes from the Greek for 'messenger', so it would be quite rational for someone to refer to him or herself as an apostle, especially in a religious context. However, it may be more difficult to be taken seriously in making that claim.

Biblically, one of the qualifications to be an apostle of Christ, you must have been with him in person. Paul qualified when Christ appeared to him in the vision on the road to Damascus.
So no one alive today would qualify to be an apostle of Jesus Christ, but might call themselves an apostle of someone else.
Time is not the fourth dimension, because time is a singularity. The Past, Present and Future are in the "Now".

The church that Jesus Christ left on earth, was the Christian church, His Church, founded by his apostles. But what churches are these exactly. 1. The Church of Rome founded by the Apostle Peter and Paul 2. The Church of Constantinople founded by the Apostle Andrew 3. The Church of Alexandria founded by Mark the Evangelist 4. The Church of Jerusalem which was founded by Jesus himself, the continuation of his work in Jerusalem. 5. The Church of Antioch founded by the Apostle Peter. Each of these five churches before the East-West schism, formed the One true Holy and Catholic Apostolic Church, and it is from these that all other Christian denominations find their routes. Over time these churches witnessed internal schisms such as the protestant reformation which gave birth to the protestant churches. Therefore the church that Jesus Christ founded was the Christian church in all of its variation and glory

Saint John the Apostle lived in Ephesus in modern-day Turkey.
Do or say it now, as in Go ahead and call him---there's no time like the present. This adage was first recorded in 1562. One compiler of proverbs, John Trusler, amplified it: "No time like the present, a thousand unforeseen circumstances may interrupt you at a future time" (Proverbs Exemplified, 1790).
Saint John the Apostle is believed to have lived in Ephesus, an ancient city in present-day Turkey, during the late 1st century AD. He also spent time in Patmos, where he is said to have received the visions that formed the basis of the Book of Revelation in the Bible.
Roll call is a method of taking attendance by calling names from a list to see who is present. It is commonly used in schools, the military, and other organizations to track who is present for a particular event or activity.
If they have evidence that he was present then yes.If he was not present and can prove it then he should get himself an attorney as fast as possible. If there is a concrete alibi then the state needs to be informed of this and will not want to waste its time extraditing him.
Historical fiction, if it's in the past. If it's in the present, merely fiction.
