The "average" is 100, but the scale is not linear, like on a ruler.
The span of IQ scores from 85 to 115 accounts for about 68% of the population, the span from 70 to 130 accounts for about 95% of the population.
If you have an IQ of 116, you're *just* in the (95-68) = 27% of the population.
Anyone with a score below 70, or with a score above 130, is in a rare group that are only about 5% of the total population.
