A proof grade can not be given to a uncirculated (Mint state) coin. The term Proof is actually refers to a method of manufacturing, not a grade. But proof coins are identified by the by a prefix of PF before the grade and mint state are MS

From 1986 to 1992, proof Silver Eagle coins were minted at San Francisco and these coins bear the "S" mintmark and have a current retail value of $40.00. Bullion Silver Eagle coins dated 1988 were also struck at San Francisco but do not have mintmarks, the value of these coins depends on the spot price of silver at time of sale. If you mean a American Silver Eagle 1 ounce bullion coin. The value is tied to the spot price of silver at the time of sale. As of 5-26-12 it's $28.53 per ounce. This price is a little less than you could buy it for and a little more than you could sell it for. But it gives you an idea of value. Collectors versions of this coin do have higher values.NOTE: The spot price of silver and other precious metals changes by the minute when the market is open. So the value of this coin will go up and down.
A 2004 American Silver Eagle in Uncirculated condition is worth about $17. Proof is worth about $40.
