In todays modern notation of Roman numerals:-
Units from 1 to 9: I II III IV V VI VII VIII and IX
Tens from 10 to 90: X XX XXX XL L LX LXX LXXX and XC
Hundred: C
To select any number simply write them out in descending order as for example 99 = XC+IX = XCIX
Note that the ancient Romans would have probably worked out the Roman numeral system quite differently than we do today
In Roman numerals, 60 is written as "LX".

4:20 would be converted to 420 (four hundred twenty) so that would be CDXX. However to make it easier for one to read, I'd leave it as 2 separate numbers 4 and 20, or IV and XX aka IV:XX. But normally, we don't use roman numerals for time in that way. A clock will only say the hour in roman numerals, but not the minutes.
