The arrows are called "hands".

As minutes pass the minute hand moves slowly towards the position marked with a 1. These marks need to be multiplied by 5 to convert their meaning to minutes, so that when the hour hand is pointing at a little past the 12 mark, and the minute hand is pointing at 1 the time is 5 past 12. as the minute hand completes a rotation of the watchface an hour passes and you will notice the hour hand creep slowly from 12 towards the 1 mark.

If there is a second hand on the watch, the hours marks also need to be multiplied by 5 to convert their value to seconds, so that when the second hand is pointing at 4, it is denoting 20 seconds.
