09 or just plain '9' is 'IX'.

1 = I

2 = II

3 = III

4 = IV ( or IIII)

5 = V

6 = VI

7 = VII

8 =VIII

9 = IX

10 = X

11 = XI

12 = XII

As found on the dials(faces) of Classical Clocks.

NB In Roman Numerals , the highest value letter is ALWAYS to the left. Except when a lower value letter is placed to the left of a higher value letter, then subtract.

Hence

X = 10

XI = 10 + 1 = 11

IX = 10 - 1 = 9

Similarly for all other letters.
