Actually, dumb has more than one meaning in English but I am assuming you mean 'stupid'. Not necessarily. Though, the slang definition of 'dumb' is 'without education', you could technically say that kids are dumb. Though, up to a certain point, you can no longer say that as with time comes education and learning, and with education and learning comes wisdom, so to a point you can say kids are dumb.
