According to The Bible, they were not, and could not have been, man-made. For example, Exodus 8:5 says that the plague of frogs came up from the fresh water after Aaron stretched out his hand over the waters. The plague of flies came one day after Moses warned pharaoh and the flies avoided the areas where the Jews lived (Exodus 8:20-24). And consider the final plague: the death of every firstborn son of the Egyptians which struck at midnight (Ex 11:4-5, 7).
