Nowadays, this is very rarely done - the modern system is open; punctuation is only used when necessary. There is one situation where a full stop would appear at the end of the legend and that's when the legend contains more than one sentence. For example:

This shows Mozart and Saliari. Mozart is the one in the hat. Has a full stop at the end, because it contains two sentences and it would look odd if the second sentence had no full stop.

Historically - perhaps 50 years ago; punctuation was used far more often - a newspaper headline might be:

The B.B.C. is to Broadcast Pictures by Wireless. With a full stop at the end and "BBC" written as "B.B.C.".
