If you consider answers like "That cannot be determined", "That is unknown", "The question is meaningless, nonsensical, illogical... and therefore doesn't have an answer" to be legitimate answers, then there is an answer for every question. It's not clear to me whether there is a question for every answer. It may depend how you define the word 'answer'.
