They're simply sequential numbers printed on the bills by a device that looks a bit like an old-fashioned mechanical odometer in a car. Every bill that's printed clicks the counter up by one digit.

Except for "unusual" numbers (e.g. 00000005, 33333333, 12345678, etc.) the serial number on a bill does not affect its value.
