Bigger numbers are to the left - if a smaller number appears to the left of a bigger number, then it is subtractracted from the next big number - so in IXX, the I is smaller than the first X it preceeds, so that beomes 10-1 therefore 9. The X that follows them adds a further 10.
19 can also be written as XIX (actually more often done this way) and even XVIIII. The Romans were actually quite lax about it, but different accademics will argue about which is better (usually XIX versus IXX)
