In context, it could be to inspire the reader to praise God for all that he's done for us, because he is totally deserving of praise and worship. To sing, or use a lyre or harp, would to just be active about it. More than just words. God was active and moved for us, so we should be able to be active and move for him, such as dancing, singing, shouting, playing instruments, etc.
