To discern the meaning of any Biblical passage, you should always look at the context in which the passage is made. In this particular verse, Jesus seems to be addressing his Disciples regarding the hypocrisy of the Pharisees. The Pharisees being the main opponent to Jesus' because He refused to accept the teachings of the oral law. In Luke 12:2 he appears to be rebuking the Pharisees and their traditions mentioned in the previous verses of Luke 11:52-54 where he says " Woe unto you, lawyers! for ye have taken away the key of knowledge: ye entered not in yourselves, and them that were entering in ye hindered ". The scribes and the Pharisees began to provoke Jesus to say something they could use against him. Luke 12:2, in my opinion, Jesus is saying fear not man but "Fear him, which after he hath killed hath power to cast you into hell" (Luke 12:5) The lesson taught here is the dissemination of the knowledge of Christ.
Modern day end time seekers take this verse out of context to mean that Jesus is telling us we can know when the end date will be even though there are almost a dozen verses telling us otherwise.

With these passages you can see that the authority is given to see a doctor when physicaly sick.
