First of all it is NOT 'x1x'. It is 'XIX'.

The letter are capital letters, and secondly the '1'(one) is a Capital 'I', NOT '1'.

A table of Roman numerals from highest to lowest

M = 1000

D = 500

C = 100

L = 50

X = 10

V = 5

I = 1

In Roman numerals the largest value is Always to the left.

So XX = 10 + 10 = 20

When a smaller value is placed to the left of a larger value it means subtract. So IX means 10 - 1 = 9 ; 'I' being a smaller value to the 'X'.

As a further example the year 2023 is

MMXXIII = 1000 + 1000 + 10 + 10 + 1 + 1 +1 = 2023

However the year 2024 is :-

MMXXIV = 1000+1000 +10 + 10 + ( 5 - 1) = 2024

So XIX = 10 + (10 - 1) = 10 + 9 = 19
