The two Epistles to Timothy are known, along with the Epistle to Titus, as 'Pastorals' because they address pastoral issues that had arisen in the Christian churches in the first part of the second century. Of course, they were not written by Paul himself, but in his name in order to gain ready acceptance for the messages the contained. By appearing to give instructions to Timothy,'Paul' was really giving instructions to the newly appointed bishops of the Church. There were instructions to the congregation, even for slaves to be obedient to their masters and for Christian masters to be fair to their slaves.
