Probably Jerusalem.

Not much is known about the very early days of Daniel, but in 617 B.C.E Babylon's King Nebuchadnezzar took thousands of people from Jerusalem into exile to Babylon(Daniel 1:1), including King Jehoiachin, his mother, his wives, his court officials and the foremost men of the land(2 Kings 24:14-15). This included Daniel, Hananiah, Mishael and Azariah (otherwise known as Shadrach, Meshach and Abednego)(Daniel 1:3-7)So whether they were BORN in Jerusalem, or just living there at the time of the captivity is unknown.
