Both the Chinese and the Arabs were doing math many many centuries ago. The Arabs pulled ahead in terms of skill because of their superior form of notation -- the 10 digit decimal system that is in use today in most of the world. It beats, say, Roman numerals hands down. The Chinese system which used an abacus was similarly sophisticated (and can compete with any electronic calculator for speed, even today). However, for "no-tool" mental calculation, and the introduction of the concept of "zero" as a number, the Arabs are definitely the geniuses behind math as we know it today.
