Just as it would make no sense for the devil to tempt God, it would make no sense for the devil to tempt Jesus if Jesus were divine. And it would make no sense for the devil to offer Jesus what was already his. In fact, John's Gospel, which clearly states that Jesus was divine and pre-existent, omits this episode altogether.
However, Mark, the earliest gospel, does not say that Jesus was divine. In fact, Jesus denies this in verse 10:18, "Why call me good. There is none good but God." So, Mark's Jesus can be tempted. The Jews regarded Satan, not as an evil adversary of God as in later Christian lore, but as God's loyal assistant tasked with testing the righteousness of the faithful. After God declared Jesus to be his Son at the time of his baptism, Satan could have been sent to test the righteousness of Jesus and ensure he had the qualities needed for his mission. This fits the story in Mark and the culture of the time.
Matthew and Luke, known as synoptic gospels for their close adherence to Mark, had Jesus somewhat more than just human, but not yet God as portrayed in John's Gospel. They maintainedthe story of the temptation, with some elaborations.
