As the accelerator is depressed with load on the engine: such as being in gear, engine speed will begin to increase. As the engine begins to require more air and fuel, the secondary air valve will begin to open. These valves are controlled by a choke pulloff vacuum canister which releases as vacuum in the intake drops. Then the suction of the engine will allow your air valves to open also causing fuel to be sucked into the engine through the secondaries. When these valves open, a cam that they are mounted to will lift the secondary metering rods higher out of the jets which allows fuel to pass more readily through the carburetor and into your engine. I am guessing you are talking about the air charging valve on the expansion tank. That is to charge air to the top side on the bladder which acts as a cushion and compresses to allow the water to expand due to being heated, preventing the relief valve reaching it`s setpoint and lifting.
