A pressure vessel is built to withstand more pressure than it will ever be subjected to in practice. Such a vessel, after its construction, will be tested to see that it can safely bear far more pressure than it needs to bear while doing its normal job.

I used to play hockey with a chap who tested such vessels. We called him the "Boiler Buster".
