As far as I know, anyone who witnesses or suspects that a child has been abused, must report it. It is a person's responsibility to go to the authorities, but don't take matters into your own hands! Report it to a professional (police officer, social worker).

Public school teachers and administrators in most states are required to report child abuse if they are told about it or see evidence of it themselves. This is to prevent parents or guardians from being prosecuted for bogus charges.
