The HIPAA legislation specifically states that treating physicians should communicate and the stated goal of the act is to encourage this (although that is not how it has turned out). As long at the requesting physician can convince the other physicians that he is treating you then it is OK for the two to share information.
The pit-fall is that if information is released and it turns out the requestor is not a treating physician then the one that released the information could be held liable for the breach. For this reason most lawyers and HIPAA compliance officers advise that a written request be obtained before releasing information, especially if sending it some place that is not familiar.
