They make fun of the nurse and when she says she needs to talk to Romeo mercutio wants to make fun of Romeo for it but benvoilo tries to prevent it.
Both Benvolio and Mercutio are foils to Romeo.
The nurse think that Mercutio is very sarcastic. He was making fun of her face by saying hide it with a fan because no man wants to see it.
Mercutio makes fun of the nurse because she is trying to act like a higher class citizen and at those times the rich class were allowed to make fun of the lower classes, and it was socially acceptable.
Benvolio declares a truce in the talk between the two friends, Mercutio turns his verbal rapier on the Nurse, flustering her to distraction.
The nurse calls to Peter and asks for her fan. Mercutio then says, "Good Peter, to hide her face, for her fan's the fairer face." What he means is that the Nurse's face is so ugly that the fan would look prettier, which is why she wants to hide her face.
They sure did. In Act 2, Scene 4, the Nurse comes to meet with Romeo as Juliet promised the night before. She finds Romeo and his gang hanging around. Benvolio doesn't say much but Mercutio harasses the Nurse and constantly interrupts her attempts to converse with Romeo. He finally leaves, calling her "ancient lady"
