well if u have waxed them it should take about 3months to fully grow back or if shaved then in about 4 days if tweezed the 64 days.

Depending on the depth of the cut. There are a few amounts of layers of skin at one point if cut deep enough you will reach the layer where the hair begins to grow. The eyebrow is a very sensitive location because it does not have as many layers of skin there for hair that grows is reasonably close to the top layer (your eyebrow skin) so most likely unfortunately if it was just a scratch it will grow back. If it required butterfly stitches or regular stitches then no the hair will not grow back but the scar will heal and may not even be that noticeable. Hoped this helped.
