it depends on how their parents feel about it. If their parents let them stay in the hot tub for 30 min. then it's their choice. I would let my kids in for 20-25 min.

This entirely depends on who they are in relations to each other and why they are in the hot tub. People use swim wear in the hit tub unless they are a couple usually. A father and his daughter - no problem. Enjoying and talking in a hot tub is not creepy or inappropriate. A 50yo who find the minor attractive in a romantic or sexual way should stay away. This is btw the rule for all situations regarding people at 50 and minors age 15yo who find each other romantic and sexually attractive.
