Edit: Yes, why wouldn't it be? I know plenty of people that started waxing their eyebrows by 6th grade, even 5th grade! and 13 is about 7th grade- 8th grade so i think that's fine, you are just wanting to improove your appearance, its like wearing makeup or somthing!

unless you go to private school. Other people will freak.

I wouldn't recommend it, but if she is already thinking of her appearance, its not long till she is asking about makeup...

I say its your choice because different people could have different views if wither someone should do that or not.

i think they should its natural for girls to want to be prettier in that age . and especially if you have a uni brow !

I definitly advise for a girl to start cleaning their eybrows at around age 12. (middle school). A girl should never be uncomfortable with the way she looks.
