As long as a person in fourth grade is eating healthily and playing sports/dancing or jumping around, then of course they are not fat! It's always nice to talk to one's pediatrician because they can help you if you're worried about your weight.
Remember that everybody's body is different. We come in all shapes and sizes! There are a lot of reasons we all weigh differently, like how tall we are and our families genetics, etc.
The number you see on a scale might book big since it is over 100, but it actually sounds pretty healthy! Numbers do not mean everything. If you feel healthy and are happy, that is what matters more!
Doctor's and grown-ups are always around to ask questions about this, though! Also, in fourth grade, you're body is growing and needs to be fed! So, it is important for fourth graders not to worry too much about their weight- as hard as that might sound!
I hope that this helps.
