It likely varies slightly from hospital to hospital, but in a general sense, the scrub nurse must remain sterile (except for the patient's own "contamination". The circulating nurses are not sterile and perform all of the other tasks that would contaminate the scrub nurse. Those tasks could include documentation, getting sterile items for the scrub nurse, answering or making calls, moving equipment, or any number of things.
