Actually the term is PARAPLEGIC but that means PARALYZED in both legs. If you are missing both legs you are a double or bilateral amputee. Even if they were not actually AMPUTATED but lost in some other way.
Chances are, someone has pulled or broken the missing legs off.
It is called quadriplegia.
