If the doctor is a staff employee of the nursing home, than the administration probably has the say. If the doctor is assigned to that home, to do daily checks on behalf of a government agency, than he probably has the say. And there are many other possibilities. The Nursing Home should consult with their attorney/s. As perhaps should the Doctor.
