Rebar is an informal term for steel "reinforcing bar". These are steel bars that are placed within the structure before the wet concrete is placed. Steel reinforcement is necessary for almost all structural concrete because concrete has virtually no tensile or shear strength. The rebar provides almost all of the resistance to tension and shear within the structure.
Concrete is much more fire resistant. This is shown by the design of reinforced concrete structure where the steel is placed within the concrete. A major reason is that the concrete protects the steel from any fire. Steel only construction requires the steel to be covered in a fire protection material.
Simply because - due to their shape, they don't displace more water than the mass of the vessel.

Water in a closed steel vessel does not cool down because the vessel acts as a barrier and prevents the exchange of heat with the surroundings. Without a means for heat transfer, such as through convection or conduction, the water cannot lose heat and therefore does not cool down.

HDPE pipe can use a rubber ring, if the rubber ring is properly sealed with a steel gasket. The rubber ring must be placed in a groove in the pipe and then the steel gasket is placed on top of it.
