The basic answer is to Drop and Roll. This means drop to the ground and roll to put the flames out. The thinking here is that running tends to fan the flames, increasing damage. Of course you'll need to be careful -- rolling into traffic, for instance, is moving from the pan into the fire (pardon the pun :} ). If there's a second person around, try and stop the victim from running -- see above. Use a jacket or shirt as a fire blanket and try to pat the flames out. Bare hands aren't nearly as good for this. If you have water or a fire extinguisher handy, use it. Don't worry about whether it's the right kind of extinguisher -- you aren't likely to make things worse. Once the flames are out, consider transport to a hospital immediately, depending on your onsite evaluation of the burns.
