Breast milk is more healthy for a baby than any other kind of milk or formula. Cow's milk was meant for baby cows, and that milk benefits them the most. Same with goat milk, meant for baby goats. However, goat milk is closer to human milk than cows milk. So if by normal milk you mean cow milk, than this is your answer.
One can be just as healthy as the other. It's just that milk from a woman is intended for human infants, not adults. Though arguments are the same for cows and their milk, cows milk have been globally accepted as a beverage for human adults and is widely considered a healthy beverage.

Drink milk
I have had this problem and my lactation consultant told me that I should just keep offering the breast to my baby. The stimulation of the baby suckling will trigger your milk flow. It may take a couple days, but in that time, you will have colostrum for the baby to drink. The colostrum is extremely healthy for baby, as it contains extra antibodies. You may need to breastfeed more often with the colostrum though because it is thinner than milk.

Milk contains more buffers than water
It is pretty high in saturated fat and more concentrated than the baby needs. You would dilute it so that the baby gets the water it needs in addition to the calories.
Do you mean that you wish to produce more breast milk once the baby is born? If so, breastfeeding is about "supply & demand". The more the baby sucks, the more milk will be produced. If you feel you dont have enough milk, allow your baby to suck for longer. Encourage him if he falls asleep. And put him on the breast more often - once an hour if you need to. You should see your milk supply increase within 24 hours.
Soy milk is a beverage made from soybeans. A stable emulsion of oil, water, and protein, it is produced by soaking dry soybeans and grinding them with water.
