Often children know when they do something wrong but they try to push the borders and therefor they are to blame. If you blame someone else they learn they can get away with anything and that is not a good life lesson. That way they will blame others as well when they do something wrong. That way you don't learn responsibility for your own actions. We can see that in adults sometimes.
