On the passenger, inside the fender well on my '96. There are a few screws/clips to remove which hold the plastic fender well on. The horn is located in front of the tire.

On the 4.3l trailblazer the horn is located inside the right fender hidden right behind the battery.
i have a close friend who put 26 inch wheels on a avalanche (2007) and he had to shave some of the fender for the two front wheels. he said that he basically had no rubbing issues after that. it just depends on how bad u want the wheels because I'm undecided if i would want to shave some of the fender of off a $40,000 truck or SUV.

It's located at the front of the passenger front fender, inside the plastic splash shield. You would need to remove the horn to get to it.
