The main cause of hypoplastic ribs is when one of the ribs does not fully develop. If more than one rib is not developed fully it becomes Thoracic insufficiency Syndrome. This syndrome can gravely effect the lungs.
A hypoplastic right heart syndrome is a condition where the right atrium and right ventricle are underdeveloped. This is a congenital condition and is less common than hypoplastic left heart syndrome.

The T12 ribs are the lowest ribs and are usually short and not connected to anything. I can't imagine what harm would come if they are shorter than normal (hypoplastic).
